GDSINFO provides basic information about GDS file, such as number of instances, layers, rectangles and polygons, including the numbers for flattened cells.
GDS2ASC converts binary GDS to ASCII format. It can extract all cells or only those of interest using -cell option. ASC2GDS converts the ASCII files to binary GDS format.
